Devon McClellan,aka "The Perfect Citizen" (often shortened to "TPC" or even just Citizen") or even "The Perfect Sidtyzen" is a Canadian YouTube documentarian prosemite and niche micro-celebrity influencer who is a frequent collaborator and open freidn of Vinluv/VATH,frequently working together on videos. PREVINLUV Devon/TPC first got the idea for the channel after a Friend of his DM'd him a video realted to the "PMC" (Physical Media Community) /Userverse where he became obsessed with documenting their culture and ways with a professional high quality perspective,as other User documentaries were often done by PMC members themselves,often leading to low quality and nearly unwatchable dribble. However due to being a beacon of Normality in the PMC he quickly became the "King of the Users" where they worshipped him like a God and demanded he make call out videos on their current villain of the weak. Being forced to be the Judge Jury and Executioner of the PMC quickly became tiring for the Citizen and as such he promptly privated all known Userverse videos he had previously created,with the final nail coming in his joking approval of Infamous User Dan Sobel,leading to the PMC seeing Devon as a villain in his own right.
