In early 2002, a political crisis erupted in the Baltic region after pro-Soviet parties gained significant support in several Russian-speaking communities.

The Union State accused Baltic governments of discriminating against ethnic Russians, while NATO accused Moscow of attempting to destabilize the region.

Military exercises conducted by both sides resulted in the largest troop deployments in Europe since the end of the original Cold War.

A diplomatic settlement was eventually reached through negotiations mediated by [[Finland]] and [[Sweden]].
