==European confrontation== The largest point of tension occurred in Eastern Europe. Following NATO expansion into [[Poland]], the [[Baltic states]], and [[Romania]] in the late 1990s, the Union State began increasing its military presence in [[Belarus]] and western Ukraine. In response, NATO created the [[Eastern Shield Initiative]], a military modernization program designed to reinforce member states bordering the Union State. Both sides accused each other of preparing for a potential invasion.
